Konstantin was born in Ufa, Russia in 1964. In 1986 he graduated from the Ufa State Institute of Art. Konstantin is a member of the Russian Association of Artists since 1995, the International Association of Artists and Critics since 1991, and the International Art Foundation since 1997.

Sutyagin's works have been exhibited since 1988. Konstantin is considered to be both traditional and modern artist – traditional due to the “old schooling” he has received, and modern - because his art expresses the innermost feelings, experiences and beliefs of our contemporaries. Konstantin has a record of more than 50 personal exhibitions. Some of his recent major exhibitions were held in Russia, Japan, UK, France, USA and Germany. Sutyagin’s works are owned by Moscow State Museum of Contemporary Art, Novosibirsk Museum of Contemporary Art, Tomsk Regional Museum of Fine Arts, and Altai Museum of Fine Arts (Barnaul).
